Detailed Narrative Description of ProjectThe main objective of the ADTA was to assist the government on resolving accumulated farm debts and promoting, implementing and monitoring the policy reforms, particularly in farm privatisation, agriculture marketing and water resources management. The ADTA developed a debt resolution strategy after reviewing all contracts that had resulted in accumulated debts, and helped establish debt amounts to be written off or rescheduled. The consultants undertook the following main tasks: Assistance in Resolving Accumulated Farm Debts; Agriculture Marketing, Support Services and Cotton Grading; Water Resource Management;Information awareness Campaign.
Detailed Narrative Description of Services provided1) Assistance in Resolving Accumulated Farm Debts: Review and analyse the policies of the government; Study the issues of debts: main causes of debts, amount owed, distribution of debt by geographic area, farm size, farm type, and period of debt accumulation; Identify measures that should be taken; Develop debt workout strategy, Assist the Task Force in monitoring implementation of policy reforms. 2) Agriculture Marketing, Support Services and Cotton Grading: Analyse the contract between farmers and investors and the costs and competitiveness of inputs supplied by investors; Recommend the measures to promote competition in rural financing; Identify key weaknesses of cotton marketing arrangements; Recommend the measures needed to reform the raw cotton marketing 3) Water Resource Management; Provide an effective structure for future development of the water sector. 4) Information Awareness Campaign.
