   The European Bank for Reconstruction and Development began its activities in the municipal sector in the Kyrgyz Republic with the signing of an agreement on the Bishkek Water Services Development Project in 2009. In 2011, the Program of the Kyrgyz Republic for the development of water supply and wastewater collection was approved. Within the framework of this program, in 2015, the Bank signed an agreement on the implementation of the Naryn City Water Services Development Project.

   This project is carried out in close cooperation with the Swiss government. The Swiss government and the EBRD will provide a total of 5.2 million euros for the reconstruction of the “Vodokanal” infrastructure. The EBRD will provide a loan of up to € 2 million, while the Swiss State Secretariat for Economic Affairs (SECO) will provide a grant of € 3.2 million.

   Switzerland has a long tradition of partnership with the government of the Kyrgyz Republic in the urban water supply and wastewater collection sector.

   Objectives of the Naryn City Water Services Development Project: (i) reconstruction of the water supply system and selected improvements to the wastewater collection system; (ii) improving the efficiency of billing and collection of payments; and (iii) improving financial and operational management. The project will rehabilitate infrastructure to reduce water losses and introduce water metering (water meters) to provide management tools for leak detection and consumer control in the pilot project area. These measures will reduce labor and maintenance costs of the water supply and reduce water losses.

   On August 21, a solemn ceremony was held on the occasion of the acquisition of new special equipment and the construction of a new administrative building for “Naryn Vodokanal” Water Company. The event was attended by the President of the Kyrgyz Republic Sooronbai Jeenbekov.
