Detailed Narrative Description of Project

The project aims to provide the practical and sustainable financial solutions to the Government of Kyrgyzstan to realize Universal Health Care (UHC) through provision of comprehensive and inclusive PHC system of a high quality. This will be maintained on the ground of the current budget assessment of PHC services, determining the effectiveness of financial allocations usage and provision of solutions to optimize PHC services through improved budgeting mechanisms. It is required to assess the essential services provided through the current capitation payment and the way how it is reflected in the national benefits package. An investment rationale there needs to be developed to demonstrate that PHC is cost-effective for investment with a focus to inadequacies and inaccuracy of the current funding levels leading to access barriers and high costs from their own budget. The goal is to demonstrate how the investment in PHC can provide efficiency gains in the overall healthcare system of the country. The goal of improving public financing of PHC is to reduce the number of families accessing PHC and to strengthen and diversify the PHC services through cost-effective financing strategies.

Detailed Narrative Description of Services provided

The project is directed on implementation of the following tasks:

  • Assess the current budgeting of PHC services;
  • Determine the effectiveness (identify determinants) in financing allocation and use and how inadequacies and inaccuracy of the current funding level result in access barriers and OOPPs;
  • Assess essential services provided through the current capitation payment and how it reflects in the national benefit package;
  • Provide recommendations/ solutions for optimization of PHC services through improved budgeting mechanisms;
  • Develop an investment rationale  to demonstrate that PHC is cost-effective to invest in.
