The overall objective of the Assignment is to facilitate the timely and effective implementation of the Project by providing assistance to the Client and Client’s PIU. Consultant will be expected to support the establishment of a PIU, satisfactory to both the Client and the Bank and capable to discharge the obligations under the Project. The Consultant will identify the training needs required (for the Client and PIU staff), if any, to effectively implement the Project and elaborate a Training Plan

The Consultant will assist the Client to establish the operating systems and procedures required to manage the scope of the Project. The Consultant will oversee all procurement activities for all components, except for depot construction component for which the Consultant’s support will start after the contract signing for depot design and construction, and assist the PIU to ensure that all procurement is carried out in full compliance with EBRD Procurement Policies and Rules.
