Detailed Narrative Description of Project

This component will provide agriculture advisory services to WUA members within selected local government administrations (Ayil Aimaks - AAs) to increase irrigated agricultural production and improve access to markets.

Activity 2.1a: Training and support for WUAs. The 30 WUAs selected for rehabilitation of I&D systems will be trained by consultants in the preparation of terms of reference (TOR), the management of advisory services contracts and the procurement of goods and works for the implementation of agricultural development plans.

Activity 2.1b: Technical advisory services for WUAs selected for the rehabilitation program and for WUA members in the 30 adjacent AA. Technical advisory services will be contracted to facilitate the implementation of the agricultural development plan through technical advice and demonstrations. 

Activity 2.1c: Small grants. The project will finance small grants of up to approximately US$30,000 per WUA from AA selected for rehabilitation support.

Activity 2.1d: Additional advisory services for further knowledge dissemination. Small contracts will be provided for advisory service providers for further knowledge dissemination. These advisory services will be contracted by the PIU.  The services could include:  organizing exchange visits by non-participating WUAs to view demonstrations, public awareness programs including publications and newspaper articles, and other studies that will be determined during the project implementation.

Activity 2.1e: On-farm water management demonstrations. The project will continue and expand these demonstrations, initiated under NWRMP, for the WUAs selected for rehabilitation and for WUAs in the selected adjacent AA.  Demonstrations are likely to include modern more efficient irrigation techniques like drip and sprinkler, with the possible inclusion of 1 or 2 pilot projects on a turnkey basis.

Detailed Narrative Description of Services provided
  • Conduct an assessment of the needs and priorities of WUA member farmers through a joint rapid assessment.

 

  • Assist farmers in 30 selected WUAs in preparing their agricultural development plans based on the Guidelines for Preparing an Agricultural Development Plan by training farmers, advising, and providing updated information on improving agricultural productivity in livestock and crop production, land and water management and marketing.

 

  • Conducting training for farmers on various aspects of improving agronomic practices; livestock; improved techniques for growing grain and fodder crops, vegetable growing and gardening; crop and crop rotation; measures to improve soil and water management; and improved market access; marketing and business planning, as needed.

 

  • Development of training programs and training modules for farmers to improve the knowledge and skills of agricultural technology, livestock.

 

  • Organization of demonstration events (demonstration fields, a farmer school, etc.) and dissemination of information on agricultural technologies, including the program of field days; development of leaflets, brochures; organizing trips for farmers to share experiences.
