Detailed Narrative Description of Project

This project is part of the project for the reconstruction of the Issyk-Kul ring road on the Korumdu-Balbay section (about 80.5 km). This project will provide:

  • improvement of automobile communication of the resort area of Lake Issyk-Kul with the regions of the republic, as well as with Kazakhstan and the People's Republic of China;
  • improvement of the roadside infrastructure of the Issyk-Kul ring for the further development of domestic and international tourism;
  • connection of the Issyk-Kul ring with the roads of Kazakhstan and Russia, which will make it possible to create a through transit along the route Russia-Kazakhstan-Kyrgyzstan-Tajikistan.

The project, the 32.2 km section of the Tyup - Karakol road, consists of an extension of the road from two lanes to four lanes. Potential environmental and social risks associated with the project include: potential impacts on biodiversity (the project is located in the buffer zone of the Issyk-Kul biosphere and is adjacent to an important bird area), management of a significant amount of waste dump, impacts on water quality during bridge construction, proximity to residential buildings and cemeteries along the road (noise and vibration). Physical relocation is expected to be small, however, this may affect agricultural activities.

 

ESIA is carried out at an early stage of the project (as the feasibility study and technical expertise will be carried out in parallel); this is seen as an opportunity to influence project design (eg avoidance of sensitive areas of biological, human or cultural heritage or resettlement), contribute to the analysis of alternatives and implement a mitigation matrix.

Detailed Narrative Description of Services provided
  • Review of available information (including a feasibility study prepared in 2018).
  • Preparation / updating of the Land Acquisition Framework and (LARF).
  • Site visit and initial report
  • Analysis of structural units, stakeholders in the field of transport services, and assessment of their interaction.
  •  Preparation of an ESIA report, including detailed environmental and social studies in the field (mapping and identification of social, cultural, environmental sites for protection or mitigation). The ESIA Report will include a project description, legal context, alternative analysis, environmental and social performance, impact analysis including cumulative impacts, environmental and social management plan.
    Preparation of a Biodiversity Action Plan (BDAP);
    Preparation of Project Stakeholder Engagement Plan (SEP), Environmental and Social Action Plan (ESAP), Non-Technical Summary (NTS).
