Detailed Narrative Description of Project

Review and evaluate the adequacy of the Project’s environmental, social, and health and safety impact assessments, its plans and procedures on their compliance with national, regional and local regulatory and legal EHS requirements and present conclusions and recommendations associated with identified deficiencies or issues, commenting on the materiality of such deficiencies.

Conduct an independent analysis of the environmental situation in connection with the operation of the mine and related operations (or the Kumtor mine) in August 2012 (the "environmental assessment or analysis").

Tasks

1 – Preparation: Supported ERM in developing questionnaire and document request to receive information from the ERM client:

2 - Information review: Reviewed of all the relevant national legal requirements, if possible international agreements to which Kyrgyzstan is a signatory and define the environmental conditionalities that pertain to the Project.

Reviewed and comment on the Environmental information provided by ERM and ERM’s Client, and their compliance with the applicable national requirements identified above.

3 - Site Visit: Accompany ERM in the course of the Site visit. Conduct interviews with site personnel on site and in Bishkek

4 – Reporting: Describe the key legal environmental issues in the draft report following the template agreed with ERM in electronic format and propose recommendations if requirements are not met. Provide final draft report upon receiving and addressing the comments from ERM

5 – Follow-on support: Assist ERM in answering the questions and requests from the Client
