Detailed Narrative Description of Project | The overall objective of the project was to support the economic and social development of vulnerable populations in Tajikistan\'s South Western region in a participatory and sustainable way by improving the access of newly privatised farmers and other rural businesses to information/training and advice.
The project was aimed at the establishment of an integrated advisory /information /training system for farmers and rural businesses. This must have been capable of responding to the needs of farmers and rural businesses identified through a bottom up approach. These needs would be expanded and prioritized following an Information/Training Need Analysis and Labor Market Analysis carried out to the project. This analysis would provide the basis for structuring the Rural Advisory Center in the Ministry of Agriculture, the RAC in the region and the Advisory/information Centers in full partnership with the relevant national and local government offices and community groups. |
Detailed Narrative Description of Services provided | Specific services provided by the consultant were:
- A preliminary survey identifying dekhan farmers\' and agricultural businesses\' needs for information, training and extension services with a special focus on defining the most appropriate ways and structures for the provision of these services at the village and community level; - To set up an Advisory Information Coordination Centre (hereafter referred to as the AICC) responsible for collecting and disseminating up to date information for the final use of farmers and other rural businesses at \'grass roots\' level; - To set up at regional level a Rural Advisory Centre (RAC) responsible for further disseminating information and for providing information, training and advisory services; - To set up at village level four Advisory/Information Centers (AlCs) consisting of four teams of advisors/trainers to work directly with farmers, farmer groups and rural businesses. - To develop and carry out in house training programmes on advisory techniques for RAC and AlCs staff with the participation of selected vocational schools; - To analyze feedback from \"clients\" on tracing and information needs and to use this to develop additional training programmes. |
