Detailed Narrative Description of ProjectThe objective of the project was to increase efficiency of water use, promote environmentally friendly poverty reduction and employment generation and enhance water resource management decision-making in Syr Darya basin. The main objective of the project was to achieve environmentally sustainable improvement in agricultural productivity and increase in income of rural population. This objective was proposed to be realized through a number of engineering and institutional interventions including:
- improving water management, including the efficiency of irrigation water use;
- establishment of a network of model experiment stations to demonstrate water saving techniques;
- supporting agricultural productivity enhancement measures through dissemination of information to complement and enhance the benefits of improved water management;
- enhancing long-term financial sustainability of the irrigation system by fostering water user associations;
- training of farmers in new technologies;
- integrated water resource planning and management decision support system.
In addition the project resulted in a number of studies including comparative economic and agronomic study of rice production, identification of viable alternative agricultural crops to rice and Syr Darya agricultural irrigation water use environmental impact study for Kyzylorda oblast.
Detailed Narrative Description of Services providedThe consultant was expected to provide prepare following outputs:
- propose international best practice approaches to identify potential water user groupings and to facilitate group formation, provide appropriate training and support;
- support the Aral Region Scientific Research Institute for agriculture and agro-ecology (ASRSRIAA) in developing their programme of validation trials with a range of promising technologies for water-efficient rice cultivation and with non-traditional crops on research station fields and on-farm;
- study on the long-term viability of rice production in Kyzylorda;
- update WUFMAS project water resource management database; recommend suitable crops which may be grown instead of rice or as a part of a rice-based rotation.
