Detailed Narrative Description of Project | The main objective of the TA was:
- to update the comprehensive education and training sector review completed in 1995/1996 to identify key sector issues and priorities and to contribute to strengthening the Government’s education sector development strategy. The TA updated the 1995–1996 sector review covering preschool, basic education (general secondary), tertiary education, and TVET. A major objective of the update was: - to capture the current status and political economy of education reform in Kazakhstan. The TA assisted the Government in diagnosing the weaknesses in the education system and preparing a strategy that includes a sector reform program, an organization plan and a financing plan. The TA also assisted the Government in developing a policy framework and a prioritized sector strategy to help articulate its priorities and strategies for the education sector for the medium and long term, building on earlier recommendations and actual reform already under way. The TA also provided a framework for aid coordination based on an analysis of effectiveness of external assistance in enabling policy-led reform, and an analysis of future options for external assistance. It also identified the comprehensive external support requirements, including the relative comparative advantages, of the Government to meet its medium-term objectives in developing the education sector. |
