In February 2023, the Central Asian Consulting Company CAIConsulting completed a World Bank project for implementation of a technical feasibility of the Hydrometeorological Service development under the Ministry of Emergency Situations of the Kyrgyz Republic (Kyrgyz Hydromet). The objective of the technical feasibility was to create an Integrated Development Plan for hydrometeorological activities of the Kyrgyz Republic in the meteorological, hydrological, snowmelt, agrometeorological, glaciological monitoring fields, as well as in the field of the natural environment state monitoring and forecasting.
As a part of the project, an analytical assessment of the optimal number of observation points and their equipment of measuring means along with the creation of forecasting systems applied with modern technologies was carried out to advance the capacity of Kyrgyz Hydromet and provide contemporary hydrometeorological services of a high level.
Based on the analysis of results, a team of international and local experts provided the Kyrgyz Hydromet Development Concept, the main goal of that is to develop the measures to optimize the activity of Kyrgyz Hydromet until 2030. That is to be achieved through thoughtful steps of optimizing the observation network in terms of expansion and modernization, improving the quality of observational data collection, processing and storing, advancing the quality of forecasting, reforming the organizational structure and staff. Proposed Development Concept plays essential role in increasing the human resource capacity of Kyrgyz Hydromet and organizing the work in accordance with the principles of improving the quality of provided services, expansion of products, customer orientation and transition to self-financing on the ground of international practices.
