Rehabilitation of water supply in the city of Kara-Suu
The CAIConsulting Сompany together with the French Consulting Company SEURECA are consultants of the project of the European Bank for Reconstruction and Development "Rehabilitation of water supply in the city of Kara-Suu".
The company for water supply and sanitation in the city of Kara-Suu is a state municipal enterprise that is responsible for providing water supply and sanitation services in the city of Kara-Suu, located in the Osh Region. In 2016, the Kyrgyz Republic concluded a number of agreements for a total amount of up to 5.2 million euros to finance various investments and modernization work aimed at improving the quality and reliability of water supply and sanitation services.
Within the framework of the project, our team of consultants implements the Corporate Development Program, the Social Support Program and the Parties Concerned Participation Program. The Financial and Operational Performance Improving Program (FOPIP) and the Corporate Development Plan (CDP) cover a wide range of recommendations that are to be implemented both during the implementation of the task of the CDP Consultant and after it. The main objective of the FOPIP / CDP is to assist the Kara-Suu Taza Suu Municipal Enterprise in the following areas:
- turning into a consumer-oriented company, by providing high-level services to subscribers and improving public relations;
- becoming a financially sustainable company, by improving financial and operational activities;
- compliance with the terms of the Loan Agreement with the EBRD.
The program for improving financial and operational activities is aimed at improving the Company's internal procedures and bringing them to meet international quality and efficiency standards. This includes short-term actions that are considered mandatory for the success of the Priority Investment Program as a whole. The Corporate Development Program is a long-term action plan that provides for the improvement of the Company's internal organization and streamlines its relations with its concerned parties (authorities, subscribers, owner, etc.).
Within the framework of these tasks, the Customer's close cooperation in the person of the City Hall of Kara-Suu and Vodokanal, the EBRD and the Project Consultants, as well as other concerned parties, is necessary. On August 20, a meeting was held with the participation of the mayor of Kara-Suu Kozubaev Kutugali, the director of Vodokanal Turdukulov Hayat, the Project Manager of CAIConsulting Ryspek uulu Marlis and consultants of PIS (Project Implementation Support). During the meeting, the current issues on the project were discussed, such as the preparation of a sewage treatment plant project taking into account the requirements of the legislation of the Kyrgyz Republic, the preparation of tender documents for the implementation of the investment program, and other issues.
