Detailed Narrative Description of Project

The master plan of the energy sector in the short, medium and long term periods will determine the state of the energy sector of the Kyrgyz Republic with the following goals and political priorities:


·         Sector Diagnostics

A diagnostic study evaluating the current energy demand in various sectors compared to energy supply. Covers the current technical and economic conditions of power systems, including: (i) power generation; (ii) transmission; (iii) distribution; (iv) investments and arrangements related to regional cooperation and energy exports.

·         System expansion plan

The system expansion plan is a long-term plan until 2040. It covers the supply and demand of the future energy sector for short, medium and long-term plans.

·         Optimum institutional and regulatory framework

Assessment of the effectiveness of current policies, institutions, and sector regulations. An “ideal” institutional and regulatory framework is being developed to meet short- and medium-term needs, and proposals are being developed to improve existing ones.

·         Plan and stages of implementation

Analysis of the gaps between the current and the desired situation in the sector, according to which a roadmap is being prepared taking into account sector diagnostics, a plan for expanding the system and sector structure.

·         Financing and capacity development plan

Examination of the financial needs of the sector — that is, its cost recovery, new investment needs, and the potential for public-private partnerships.

·         Risk Management Sector and New Business Opportunity Plan

·         Rapid impact assessment and funding plan for the proposed Kambarata -1.
