Detailed Narrative Description of Project1) Objectives of the project:
- Improve the performance of the Ministry of State Revenues through staff development, better management structure and improved policies, practices and clearer lines of reporting;
- Lower the compliance cost of taxpayers through improved and fairer collection mechanisms and greater co-ordination with other revenue agencies (Customs and alcohol committees);
- Educate taxpayers by improving quality of information.
2). Activities:
- Design and implementation of new organizational structure (review, design, implementation, development of internal functions and procedures, reporting lines and tasks HQ, oblasts, rayon);
- Human Resources Development (training needs analysis, training plan and syllabus, training plan and monitoring);
- Taxation Management Information System (information flows management, It needs, acquisition, training in MIS, systems Integration);
- Improvement of Revenue management (development of national standards, annual plan for taxpayers auditing, management of tax arrears);
- Integration of Tax collection: Customs Committee, Alcohol Committee, Treasury Department, Ministry of Justice, Pension Funds;
- Improvement of education and information of taxpayers. The project includes purchase of IT equipment, provision of services for Study Tours and Public Information campaign
Detailed Narrative Description of Services provided- The Ministry of State Revenues is equipped with a modern and efficient structure;
- Clear line of reporting are established between the central tax administration and tax administration at Oblast and Rayonl level;
- A modern management information system is in place at the central tax administration;
- The staff are given the analytical and technical skills to use and develop it;
- A human resource development plan is developed and being implemented. All professional staff at headquarters has received training in a core set of skills. Trainers are trained to deliver these core skills;
- Tax revenue management processes are improved and procedures standardized;
- Revenue collection activities of other agencies are better integrated with those of the Ministry of State Revenue;
- A public information policy is adopted by the Ministry of State Revenue for improved awareness amongst taxpayers of their rights and obligations
